Yes, it will kill black widow spiders. The acidity in the vinegar burns them on contact.

As long as you shake out shoes, and don't stick your hands in dark unseen places, you and your family will probably never get bit. I hate spiders, and understand your fear, but odds are besides freaking you out, they probably won't cause you any problems. Good luck
