So a thought I was having that I wanted to share: long before knowing about permaculture my political activisms (which I will not utter here, guessing at a rule violation!) had brought me a few times in to contact with congressional peoples and state legislatures, calling to tell them about this or that bill. Anyways, perhaps its the permaculturalist in me, recognizes a great untapped potential to affect change:

999 out of 1000 times when anyone calls their legislature they get connected to an intern or assistant rather than the said politician, and this person is there completely to listen and relay your suggestion/complaint. They are politically interested people (meaning they might have future leadership roles) that are still in their formative stages of ideological and political education. I think this is a great and open time in someone's life to get familiar with leastways the term permaculture, and maybe some of the basic ideals/ethics, depending on the time availability. This can be worked in to a "call to the legislature" by bringing it up as an alternative to agriculture (there are frequently votes on ag policy). A vague example I have at the moment for a specific call is to bring up a discussion of subsidies: "no more grain subsidies" or "more subsidies but to permaculture projects for the future, industrial agriculture is thoughtless and destructive to the future...". Something like that might work for getting exposure. Anyways, I haven't done it yet, so as of now I'm in the hypocrite phase, but when I do finally get around to it I'll let you know how it goes!

I like the fact that Karlos B. here used the concept of "captive audience", because I do feel that much education can result from such situations.  This may be one of the places where those who are largely apartment dwellers or urbanites (but not limited to them!) could make a difference if they are seeking to do so.  Starting with an example, we have local natural food store that is relatively old in the community and occupies an old house that was added onto in order to create the business atmosphere.  With it being winter, the store has once again fired up its wood burning stove and the amount of heat it produces for the store is a talking point for the owner with the flux of visitors.  In addition, even though in the middle of town, there is a small wind-turbine/solar panel configuration that drives a certain amount of the business lighting through batteries.  So if you shop at the store, you are temporarily a captive audience for these displays.

Given that RMH's may have a hard time with certain city safety codes, I'm wondering if those who are business-oriented -AND- have the ability to either be located, or find location, that would allow for maximal inclusion of permie-type dwelling integration could provide heating of this type for a natural "captive audience classroom".  Whole foods type stores seem ideal for this approach, but any type of sales business that has the public in and out of its doors could also be targeted.  Nurserys that sell seeds, plants, and tree-stock would be ideal and would capture a whole segment of the population that currently avoids whole/natural food stores. So for those that may not feel the interest or acumen of starting their own business, if you are friends with those who do or who already have a business up and running, perhaps convince them to take plunges of this type into permie infrastructure which in the end will push the permie message to more of the permies.
