this fireblight on my twigs?

I found a lot of the grafted apples I planted last year, as well as some still in my nursery, are experiencing twig dieback.  They turn a darker black color and the tips silver.   Is this fireblight?  I have sprayed them with neem oil and I plan to spray them again in a week.  My zone if 5b in Northern PA.  The trees are just on the cusp of leafing out.  

The picture seems to not be loaded, so I can't get a look at what you are talking about.

Instead of neem oil you might want to make up a batch of compost tea (if you can) and use that to spray the trees.
