Jewelweed is such a tender annual with a brief root system and a definite season; I think it would be very challenging.  But it does seed with enthusiasm.

I was able to introduce it to my fairly dry ridgetop with just one transplant of a cluster of young plants from my daughter's low elevation stream side.  It is now the dominant undergrowth plant in my young woods and throughout the vegetable garden.

It's certainly worth the experiment.  Soil and air moisture will be the critical factors.
