liquid foliar vs standard soil treatments?

I have read sites claiming organic liquid foliar treatments are much more effective than organic soil-based fertilizers.  Not sure if this makes sense to me, as it seems you want to improve the soil first and foremost.  Does anyone have any insight into these products?  (I'm asking in relation to lawncare, not plant/garden care.)

"Better" is relative.

The foliar stuff is quick and then it is gone quick.  And it usually stinks to beat the band.  And it could require you to purchase stuff to put it on. 

With the ringer stuff, I just grab handfuls and throw it on the lawn.  And it lasts for a month or more.
