Alabama or Missouri for homestead and offgrid living?

I want to buy about 10 acres. Build my own house/tiny home and have solar, an outhouse (no septic tank), and live more freely. My research has brought me to these 3 states... Alabama, Arkansas and south Missouri. The thing about Arkansas though is... I just read that a composting toilet aka an outhouse is ILLEGAL. What the!? I don't want/need a septic tank. Too much money.
