Carol deppe has a great trick for germinating carrot seeds that I've used a number of times since I learned it.
Mix your carrot seeds with some moist potting soil and put it in a jar. Keep the jar out of direct sunlight and open the top every day to let air in. This will keep the seeds evenly moist so they can germinate.
Once you see the seeds sprouting, you can sprinkle the potting soil in the garden and cover very lighlty with more soil.
The germination is the hard part, so once the sprouted seeds are in the garden, you should be good...as long as you can avoid all the usual garden disasters.
