Lane County permissions as land steward?

Our family would like to begin developing our permie-home in or very near Lane County, OR. What we're finding is many of the parcels that we would be most interested in are zoned forestry and thus not buildable. Are there any provisions for those of us who want to care for the land we live on? I dont need or even want to change the zoning, I just want to integrate ourselves into the land we grew up loving.
Yes, a small home is necessary and a barn\shop to house the cottage industry stuff we fantasize about. A few animals and garden to maintain us, but I want to close the loop on as many systems as possible so the resources we do take are returned to the land they came from.

I would invite agencies to work with us; lets expand salmon habitat, wage war on noxious weeds, protect\develop old growth, etc. I'm not trying to get away with something or shun the authorities, lets be mutual assets!

Building on lands zoned forest is not prohibited in Oregon. Begin looking at ORS 215.700 + Parameters are discussed in those chapters. There are restrictions described in those chapters.
