Is a hedge considered an "earthwork?"

Just want to make sure I'm in the right section of the forum before asking about making a hedge.

Earthworks are more about major earth moving projects, like creating ponds, terraces, swales, roads, etc.
The types of projects that you would do with bulldozers and backhoes.

Hedges would fit better in the Plants forum.
