Yes. In L.A. you pay twice for the water. First, you pay x amount per 100cf, then you pay y amount for "sewage". As I recall, it used to cost me more to dispose of it than it did to get it. They don't care if you drink it, irrigate with it, or just let it run down the sink. The sewage fee is based on 100% of the water you received.
