I would like to hear from someone versed in the physics of nucleation and phase change.
My first reaction, upon reading the linked material and doing some preliminary research, is that this is a new "free energy" device. It sounds like it's claiming to be using a process similar to electrolysis to not only split the
water molecules into hydrogen and oxygen with very little electricity, but then recombine them, almost instantly, generating heat and
energy somehow exceeding inputs.
The format of the sales pitch is similar to other "free energy" or perpetual motion devices. I would love to hear from someone better versed in the specific physics involved, but my initial reaction when I hear wild claims about secret proprietary technology changing the physics of well-understood processes is that someone unscrupulous is trying to take money from gullible people.
P.T. Barnum said it best. "There's a sucker born every minute." I would love to be proven wrong about these things, but so far, it hasn't happened.

A human being should be able to change a diaper, plan an invasion, butcher a hog, conn a ship, design a building, write a sonnet, balance accounts, build a wall, set a bone, comfort the dying, take orders, give orders, cooperate, act alone, solve equations, analyze a new problem, pitch manure, program a computer, cook a tasty meal, fight efficiently, die gallantly. Specialization is for insects.
