Advice on starting natural building school in Portugal

I am currently partnered with a kung fu retreat in Thailand that is expanding using natural building. Here in Thailand its is fairly easy to build using natural methods without much interference. We are currently looking to expand to Portugal and would like to build the second location using only natural building methods. It is our hope to expand the natural building school started here as well. We would like to use the natural building school to aid us in the construction of the facilitates necessary for the retreat. I am finding it difficult to get a handle on what exactly is necessary to operate a natural building school in Portugal. Do we need to create a construction company? Or do we just need the appropriate insurance? Any kind of insight into any aspect of this would be tremendously appreciated. Specific to Portugal or the EU preferred, but anyone who has opened a natural building school anywhere in the west, id still love your input. Thank you in advance!! Cheers!
