Possible, yes. Time consuming, definitely. There is a LOT of time wrapped up in making bottle bricks, assuming you can even get your hands on enough bottles.
Your light transmission is going to be a little low, like having shade cloth on year round. Probably a good thing in your location. I would put in some reclaimed windows for more light and less time.
I am also planning a Phoenix inspired build, but in Tennessee so I need to deal with humidity as well. I will be building on a steep hillside, so most of the living space will be "above the tree line" as far as heating the mass.
