I am looking for simple instructions for setting up a simple web page.  What is a good resource?

Depends on what you want from the website. These days, most simple website can be made using a service that will walk you through everything—you don't need any technical knowledge. For a professional site, Squarespace is the nicest option, but on the expensive side. For something free, try Wordpress.

Thanks for the info on Wordpress. It appears to meet my needs.
