I'm fortunate to be able to drop whatever I'm doing and chase honeybees all over two counties. I forget that that isn't generally the case for most folks.
I think I would still recommend getting on a swarm list when you're ready for bees. you can always turn a swarm down if the timing's bad. but if the timing is good, the actual collection is generally pretty quick.
have you spoken to any local beekeepers associations about the sort of bees you're looking for? forgive me if I'm stating the obvious, but your state and county organization would be a reasonable place to start. I wouldn't recommend taking bee management advice from those folks, but they could be quite helpful for tracking down the bees you're after. or they might be useless dullards. hard to predict that sort of thing.
