Does a subdivision parcel mean I have less rights on the property to do what I want?

Found an offgrid house on a parcel. It says its part of a subdivision. Most of the other parcels in the subdivision are empty lots with no development. Theres no HOA fees or anything.

Because its part of a "subdivsion" does this mean the subdivision can later on start on enacting laws and what not or other members in the subdivison elect an HOA, etc?

The devil is in the details.  Do your research at a local level.  Look for both any rules as they are now as well as how they may be changed in the future.  I would use extreme caution and assume guilty until proven innocent.  That said, some subdivisions in my state have rules that carry zero weight.

I need to add that the rules, if any, might work in your favor.   If so, wonderful, but even so you need to check to see how they may be changed in the future.
