Have you collected and read a range of books?
Can you book in for a Perm. Design Course [PDC] that will be a great start.
Permaculture is a big area of study, too big to be explained on a forum properly.
There are a range of videos available on youtube also.

What specifically are the characteristics of 'high lands' ?
Water shortage is well understood by many and there are a range of things that can be done, starting off with a row of rocks across the contours to catch dust and water flow from rains.

A bit more detail of your land and plans will help us to give opinions, general location, rainfall, planned housing and crops etc.
