I'm trying to amend my soil and make Steve Solomon's Complete Organic Fertilizer. So I'm looking for stuff like rock phosphate, cottonseed meal, and lime. I've been having an awful time of finding anything in town I realize there's not a lot of corn growing around here but I'd think there would be at least some kind of agricultural fertilizer/feed place around.
Anyone in the area know any place like this?

You might try Phelan Gardens on Austin Bluffs. I am not sure about the cottonseed meal, but they used to care lime and rock phosphate. They are great people and if they don't carry it, they may have good recommendations.  Good luck!

Do you have any feed stores near you?

If not you can buy those online at Tractor Supply.
