what is the solution for homeless on BLM/NFS lands

I was evacuated from my property due to a wildfire that started from a homeless camp on BLM land. This is the third year in a row that this has happened. There is no place for some of these folks to go. I don't know what the answer is but I am open to ideas to share in an upcoming event.
Oregon DEQ has no problem fining private landowners for solid waste or improper disposal of sewage. I would like to see the same penalties assessed to the Federal agencies.
We all see the number of people that are on the streets of Portland in perspective a 4 mile stretch of road between my house and town there were 160 camps amongst the trees. Some have been living there for five years. A few of the campers have clean maintained campsites. The majority are unfortunately not well maintained.
There is going to be a County public hearing at the end of the month. They are looking for suggestions on how to address the problem.
My daughter just leased a house in the Vancouver area. To get into that house first/last and security deposits required a 5200.00 outlay of cash. I can see how for many that money would not have been available. She had to prove she had 4 months' rent in the bank and checked her credit score.
This video gives an aerial view of some campsites in the area. The amount of trash is disheartening.
