Ideas on permaculture design for transition town

Hi there, I am just at the start of a journey to do a design for a transition town in London that is a few years old, and feel they need a permaculture design to draw the whole system together and make it a lot more effective. I'm really interested in this and excited to do a good job. I'm wondering if anyone has some examples of how this has been done before, key points or resource recommendations? A few transition towns I have seen in the UK seem to have 20 percent of the people making 80 percent of the changes. For me this doesn't seem like the right use of leverage, surely inverting this would create a quicker tipping point. I'm interested in looking at this through PC design.
