Kuna idaho what is this

So I find this in my field a lot. Right now it's winter time in kuna idaho and I keep seeing this and wondering what it is. It has whitesh fuzzy hairs on it and it usually grew in kind of a lettuce looking bundle. In the middle were short tiny leaves and the outside ones we're biggest. It's green.

It's one from the more middlesh area. Has fuzzy hairs

mullien? your leaf looks pale, ours is green all winter and looks like this picture....
