Ecovillage- How to jump through the legal hoops

I am part of a small group in NH that is forming an ecovillage in this area. We have been following the steps in Building a Life Together, and after 2 years of work, are now at the part where we buy land. However, we don't want to spend our savings on a piece of land only to find out that we cannot use it for our ecovillage. Who do I call at the town office, and what do I ask them? What exactly am I looking for? Has anyone gone through this step yet? Would you be willing to mentor us?

I don't know how it works where your at but here in California you call your local county planning department and county health agency to see what they allow.
