If I cut these small pine trees, close to the ground, will they grow back?

Hey Robert, welcome to Permies!

As far as will the trees resprout, probably not, most pines don't resprout from old wood. Pitch Pine is the only one that I know of off the top of my head. A few other conifers resprout, such as redwood trees, and I have known people who called all conifers pine trees. If you could post a picture I could try to fully ID the tree to be even more certain but it's still a very small percentage of all coniferous trees that have the ability to resprout from the stump.
