Taco Del Sol has won the best lunch for under $6 vote every year that I've lived here. Their burritos are fantastic, but a little known secret is that their tacos are a good meal size and much cheaper.
The El Cazador truck is great late at night. The food is really flavorful and you get more than you would expect for the price.
Front Street Noodles and Wraps is another place to fill up on good food for cheap. I also like that you can customize your own bowls.
I haven't eaten at the Catalyst since it has changes owners, but they used to have a pretty good soups or sandwiches for around $5.
The Catalyst is great, but pretty pricey now. I don't think you could a meal there for under $9. Still, it's worth it. Their ingredients are fresh, and they have some creative dishes. I think they actually do a fixed meal for dinner on First Fridays (which is coming up). Other than that I'm pretty sure it's just breakfast and lunch.
If you go to the Triple Dragon next to Safeway on Broadway, they have lunch specials that start at about $3.00 for fried/steamed rice and sweet/sour chicken and go up from there. The daily special is usually good too.
I think they use cast iron woks because certain dishes have a distinct cast iron taste to them. Can't go wrong with steamed rice and main dish for $3.00 though.
