Wanting to put pond in pasture

We have a seasonally wet area that I would like to develop into a year round pond. Currently it is filled in with common rush. How is the best way to dispose of the rush so it doesn't spread, and what it the best way to keep water in place at the pond site?

The best way to start is literally to dig a hole and see what kind of soil conditions you have, and to get an idea how well it will hold water.

Rushes are a GOO thing to have if you want a natural , healthy pond.  It would only grow on the shore once you dig the hole.
It will stabalize the shoreline, pull extra nutrients out that would otherwise lea to possible algea problems.
It also provides home for wildlife.
