Just read an article in Permaculture Magazine, No. 63, Spring 2010, on building a wind turbine from a bicycle wheel. The turbine charges a 12V battery, and provides a modest amount of power. The artcile is a how-to, and is worth checking out for materials needed and how to assemble it.
