Living without the need for real money is essential. The problem I would think in taking over public land is the fact that THE MAN says its public until someone higher up the chain sees PROFIT and that public land is in the way. Possibly years of toil and hard graft in getting it running smoothly bulldozed in a few hours. FACT The love of money is the root of all evil
