Watched Paul's talk (probably the only useful and practical) A recommendation  I have to folks figuring this out

I highly suggest folks read "The Network State" by Balaji Srinivasan https://thenetworkstate.com/preamble. His approach has a lot of solid strategies to sort out the strengths of community before someone joins at random.
