This is a badge bit (BB) that is part of the PEP curriculum.  Completing this BB is part of getting the sand badge in Metal Working.

When you have a tractor or similar piece of heavy equipment, it's nice to be able to hook a chain on for lifting logs or other heavy stuff.  Buckets and scoops don't often have attachment points for chains.  Let's change that!
