Looks like black willow aphid Pterocomma salicis, a Eurasian species which recently appeared in NZ as well. If it's anything like the ones that showed up here, the next thing you'll see is lots of sooty black fungal growth on the honeydew that they squirt out.
I get these on my small willow, though I haven't particularly noticed them yet this year (haven't looked either). Last year there were a lot of ladybirds and larva on the willow, and the wasps were very interested towards the end of the season too, but I'm not sure if they were collecting aphids or just honeydew. I cut my willow every year for basketry, and I haven't noticed any real detrimental effect. Not even cosmetic damage.
They appeared on my coppice willows last year for the first time. I didn't really see any major effect on the trees' growth. The main thing was the profusion of sooty mildew, so if you're harvesting rods and wythes for basketry they may need to be cleaned up if you're not stripping them. This year I'm going to watch and see if the ladybugs and lacewings show any signs of feasting on them.
