Is this a Lichen or other Saprophyte?

I found this little bit of bark, probably from a Chestnut Oak, on my deck yesterday. Color is blue-green. Anybody have more info?

Check out usnea strigosa, https://lichenportal.org/cnalh/taxa/index.php?taxon=54697&clid=1201 it looks very much like it (a little old and worn though?) and if it is you have an excellent medicinal lichen.

The core will be stretchy on fresh usnea and branched along its length.

A lot of my middle-aged oaks have that blue-green sheen, so I suspect there's a massive amount in these woods.
