Smaller tires not lining up with bigger ones.

So we are now o to the next smaller size of tires for our tire wall and we have done a dry stack and the tires start off one inbetween the two below it but by the middle of the wall they are now one tire exactly above the one below it and by the end of the wall they are back to lining up one tire above the two below it.

Is this okay? We dont want to ha e to use spacers, so how else is this done when moving to the next smaller size of tires.

When you say 'dry stack' I take it they have no dirt in them?
If they are full of dirt it does not matter that nothing lines up, that's how they key together.

Maybe this is too late already… but you would lay out your empty tires in their ideal positions where they are at least mostly staggered. Leaving spaces where it makes sense. Then you fill and pound the tires and in the spaces that were left open you can pour cement or use a much smaller tire to squish in between them. At Earthship they call these squishies. They can be quite hard to get in place but a crow bar can help and they will work.
