Not 100%.  I am leaning toward mites because, in my experience, chiggers attack where clothing is tight.  I have no bites at my waist.   I have very few bites on my other foot.  I did my normal chigger tx a few days ago, and there was only short term improvement.   I have had Turkey Mites before on my arms, and this seems very similar.
