I'd like to place some kind of barrier beneath my deer-netting garden fence, something that I can mow over on the outside of the fence. Any suggestions? Thanks!

Cheapest easiest greenish solution I have found is cedar fence pickets placed under the fence.

Upside-down old carpet works well.
It's not in everyone's comfort zone though!
I use a boxcutter to slit/cut it so there's an 'overhang', or at least a very close fit around posts etc.
