48 hour rule

Can I invoke the 48 hour rule on my Shippable core question? It's in the rocket stove section

I think I missed it on the podcasts and subjects here. Is there a timeline for Shippable cores? Will there be a kickstarter for purchasing them? Or is it open source and someone else will be doing it?
