I have these bugs in my garden that come out of the mulch when I water but couldn't really find anything like them through Google. I'm in south Australia. Would anyone know what they are?

This is my best guess. I did a Google search, so make what you will of this.

I think it might be the Soft-wing Flower Beetle or a closely related species. This is what a soft-wing flower beetle looks like:

The only other guess I can think of at the moment is a Velvet Ant, but from your picture the insect appears more closely related to the beetle-ish family than to ants.

I reckon it might be the Clerid beetle. They do bite if you get one on you, but they dont seem to bother the plants.
