I was thinking Vetiver but after a quick look at google images, I'm pretty sure it's not.

The stalk is thick and round. Grows about waist-high at the tall end.
It flowers.

I think it's pretty. Seems like it could be a nice edging plant for landscaping.

Is it a grass, though?

"Sedges have edges, (reeds/rushes, I've heard both ways...) are round, grasses have nodes and willows abound." In any case I can't really tell if it has nodes in the picture...

I agree, it does look like a juncus (or rush), which has very round, stiff leaves.
