This could work as a slow release from saline water or from the succulent plants that do well in Jeff's dry season. Fleshy plant material could have the moisture removed in a contraption like this. The remaining dry material, could be used as a mulch.
I've tried this in my arid environment, simply filling the inner pot with water. The outer "greenhouse" was an 8 litre (2 gallon) bottle with the base cut off and the inner reservoir was a 5 litre bottle with the top cut off. Condensation would form on the inside of the 8l bottle but each day the reservoir was still at nearly the same level as the day before. I think what happens is that very quickly the humidity inside reaches 100% and there is no further evaporation from the reservoir. I decided it was more effective and less effort to simply water the plants rather than fill the reservoir. Maybe a bit more experimentation could improve the design. The key would be to ensure the reservoir container is hot while the outer greenhouse container stays cool to maximise condensation and drip-down.
