Can anyone ID this? It's growing on the painted metal railing on a bridge located in NW Pennsylvania.

Yes, some sort of lichen.  Mushroom ID is very challenging. For me, lichen ID is impossible.

its lichen. will grow even on plastic in the right conditions.
