Rojava - how to implement permaculture in a war torn country?

A potential new nation is in the process of being formed in Syria called Rojava. I'm not looking to make this a political post, If this new nation is successful it could have broad reaching implications across the war torn region as a beacon of hope and safety. My question to you all is, what plants and techniques would you consider if setting up a Permaculture farm in this region? keep in mind that importing plants would be very difficult logistically so I will say that everything needs to be grown from seed, and I don't want to have to rely on drip lines and irrigation, other than that all suggestions are very welcome.

I think you would be well served by spending some times browsing the posts in our 'greening the desert' forum https://permies.com/f/121/desert That's some pretty extreme desert, so I don't know if the thread where one of our members is planting a food forest from seed in Greece would be relevant or not.

There are also threads discussing desert plants/trees and ways of capturing rain water, dew, and fog in the side bar of best topics. Look to the right of the screen for these. Feel free to revive any topic you find interesting. Continuing the discussion helps bring new information in, rather than just recycling the few most well known facts.
