No-cost program for middle-class

The solar companies in my area all seem to have lending offers to get solar that depending on varying conditions may cost you no more than the saving you see on heating and electric bills.  I have no idea if they are actually part of this program though!  I would talk to the solar vendors the area before I'd give my information to that website.
