on fox news the other day they said that New York City is highly encouraging people to grow gardens on their roof tops, and they are even asking some businesses to start putting on conservatories to grow food crops..not sure if they are offering financial aid or not, but they said that they were hoping to have all flat roofs covered with gardens in a few years.
