is there a really, really simple basic photo editing program available offline???

I want to be able to do the most basic editing on my pc when I'm offline.  

I have windows 10 and store folders of photos in 'pictures' and then after tidying them up I move the folders to flash drives.  All that I usually do is crop and sometimes adjust color and light.  

The program that's there now is glitchy and slow and frustrating to use even though it only has the basics like I want...I haven't been able to 'fix' it so was wondering if there is something that simple I could add?

I had gimp for awhile and had fun with it but don't need all of that stuff.  It looks to me as though all of the photoshop things have way more bells and whistles than I want to wade through in order to crop a few pictures.

Paint.net? Despite the name it is an actual offline friendly application..
