Loquat Tree new Leaves turn white ? Is it normal?

Hi,

Hope this msg finds you well.

We live in Orange County,Southern California. Now we are in summer. 1 months ago my family planted 2 loquat trees in our yard and After 1 month,I found all the new leaves are full covered with white stuffs.
I tried to clean all the white stuffs and I am wondering is it sick or something bad happening right now?

I attached the pics of the two loquat trees.

I am grateful if you can offer some tips and how to do.

That's a very healthy tree.  Looks fantastic.
