Hi all! I'm new to this perennial stuff and was wondering what y'all think the best time to plant bare root trees and shrubs is/what your experiences have been in spring vs fall?

If the trees have been grown locally to you, spring through fall has never proven a problem for me.  Most shrubs are tolerant enough for the same.  Summer is just hard to keep them wet enough before roots are established outside of the potting soil.
