I would say, give them some time. Maybe tubers were to small, too old (dry), to deep or too shallow planted, or something eat them. I had poor start also with my JA. It also sprouted 5-6 plants. I forgot them first year, but still harvested 30-40 tubers same autumn. Next (this) spring there are at least 30 plants in the garden, and I was sure I dig out all tubers last autumn. So maybe 3 plants is a poor start, but enough to have 30 next spring, and 300 year after.
Also, my JA are still sprouting, last ones showed thair heads just few days ago.
