Newbie with raised vegetable bed here.
If I use freshly cut branches from a fig tree to fill the bottom of a
raised bed
(15 inches high), do I need to worry that they will sprout?

Good chance they will. I'd suggest letting them dry out a few weeks or more before trying.
Argue for your limitations and they are yours forever.
For my next feat, I will require a volunteer from the audience! Perhaps this tiny ad?
