Found on a recently purchased estate. So far all of my efforts to identify have left me with nothing. There is a pedal lever that lifts a small bar on the side. Also the solid metal block on top had a box covering it to protect it if that helps. Whatever it is used for can be adjusted, I assume, with the dowel holes along the top section..... I'm completely clueless on this one...

I have not found any signs of manufacturer, model, serial number, nothing. The man who owned the property was a metallurgist for a logging company, and also had several woodworking tools and machinery if that helps.  I believe it will fall in line with that work as it was in his machine shop
