I worked for some years in Irrigation districts in Australia and became aware of  how greed and lack of understanding can combine to create shocking outcomes.
Separately on the Permies site, there is a video on the site that talks about Megadroughts of western USA.
Water in many countries has been over extended for developments of all kinds without any knowledge of long term water availability patterns.
And I guess for improvements of life for populations.

When its overused problems occur when its availability drops off.
This video is a classic since it shows such a plan that is almost beyond imagination in the first place.

Cool video. Makes me look at locally built roads, railroads, infrastructure, and think HMMMM, in the right place, without bothering anybody, interesting things could be done. By a man with a shovel.

Edit: Think before you dig with your nicely sharpened permie shovel. Look for signs. A lot of railways etc. have fibre optic cables along their rights-of-way. Taking a few hundred thousand people offline, phone and internet, is probably not nice.
