Eco Village and mulching

I posted previously on the Eco village in CA I am working on, but here is another question. They have about 7 to 10 acres and want to put in 2,00 to 2,500 fruit and nut trees. For the most part they want to use pioneer plants to break up and fertilize the soil with some animals here and there. I suggested that some portion be done with sheet mulching to get at least one portion up and running quickly and planting the first phase of trees. Any opinions on how much you could sheet mulch with ten to twenty people

If you break you the 10 acres into five 2 acres homestead. It would be a pretty cool layout.
You also want 25%-40% of the land to be covered in N-fixers. There are quite a few N-fixers that are edible.
